There is a problem with using ST keyboard for ROM switching. ST uses a so-called "intelligent keyboard", which in fact is a separate microcomputer, which communicates with the ST over a serial port (UART). When ST is in reset condition, the MCU in the keyboard also is, so you can't read any keys during reset.
As for the first part - you can program EPROMs or Flash ROMs with EmuTOS image, like with any other TOS. As a fun fact, there is an EmuTOS image for... Amiga.
